HOME-ARP: A Unique Source of Federal Funding

With $5,000,0000,000 allocated to 651 jurisdictions across the country, HOME-ARP is a unique, one-time funding allocation created as part of the larger American Rescue Plan Act. Unlike most federal sources that serve at-risk populations, HOME-ARP is NOT primarily restricted to serve a certain income level - instead, HOME-ARP prioritizes four unique “qualifying populations”.

In addition to using a fundamentally different mechanism to determine eligible recipients of HOME-ARP services and housing, the program has strict requirements around access and referrals - making it one of the more complicated HUD programs to administer.

The Allocation Plan was approved by HUD without condition or amendment.)
